New CMS NPRM Offers Significant Meaningful Use Flexibility in 2015 through 2017 Program Years

On Friday, April 10, the Centers for Medicare & Medicaid Services (CMS) issued a Proposed Rule with Meaningful Use changes for 2015 through 2017. Building off of the programmatic changes that CMS is proposing for Meaningful Use Stage 3 beginning in 2017, this new rule is attempting to reduce reporting burden, eliminate redundant and duplicative reporting, better align the objectives and measures of meaningful use, and focus Stages 1 and 2 of the Electronic Health Record (EHR) Incentive Programs on advanced use of EHR technology. Most critical for HIMSS, this proposed rule would change the Medicare and Medicaid Incentive Program reporting period in 2015 to a 90-day period aligned with the calendar year rather a full-year reporting period.
