Health Information Exchange (Interoperability & Standards) - Key Policy Issues

Interoperability is accessing and sharing health information securely, consistently, and appropriately. Interop makes is possible to have the right information at the right time for the right people to make better health-related decisions.

With passage of the Health Information Technology for Economic and Clinical Health (HITECH) Act in 2009, Congress established a clear expectation for the nation’s healthcare community to adopt and meaningfully use interoperable electronic health records (EHRs),including financial incentives for adopting EHRs and disincentives of reduced Medicare payment rates for not doing so.
