Information Management Toolkit

Each toolkit will include a definition of the area being addressed, a checklist of recommended activities for that area an organization should consider in their move from fee-for-service to pay-for-value, and tools and resources associated with each line item. These toolkits, and the checklists associated with them, will grow and change as more information and resources become available, and as we respond to feedback received from those who access them.

For the purposes of this HIMSS Alternative Payment Model Infrastructure Toolkit, the role of information management is to design, develop, analyze and manage information generated, collected and accessed across the enterprise to support all levels of organizational decision making and deliver accurate and actionable data to the right individual, in the right setting, at the right time.  Information management includes the following components:

  • Creation, management and maintenance of health IT infrastructure necessary to collect, manage, preserve, secure, verify, store and share information.  Such infrastructure should include attention to:
    • Systems, platforms and applications
    • Data analytics and reporting functionality
    • Ability to share information among and between systems
    • Policies and procedures related to data access, data use, data storage, data security, data integrity, and the timeliness with which data can be accessed
    • Regulatory oversight
    • Management of data exchange with external partners
    • Disaster recovery and business continuity
    • Training and education
  • Establishment of Guiding Principles that allow the right information to be available to the right people at the right time, to support realization of the organization’s over-arching vision and mission
  • Consideration of the organizational and social contexts in which information exists and may be incorporated into the organization’s business operations
