Federal Affairs

Secretary Sebelius Addresses ONC Annual Meeting; Signs MOU with UK
This week, HHS Secretary Kathleen Sebelius spoke to a crowd of more than a thousand attendees from across the healthcare IT ecosystem attending the ONC Annual Meeting. Sebelius was joined virtually by The Rt Honorable Jeremy Hunt, U.K. Secretary of State for Health; he and Secretary Sebelius formally signed a Memorandum of Understanding between the two countries around healthcare IT collaboration. CDC Releases Report on Physician EHR Adoption
This month, the Centers for Disease Control and Prevention released a new data brief titled "Use and Characteristics of Electronic Health Record Systems Among Office-based Physician Practices: United States, 2001–2013."  The brief also reports trends on "physicians' intent to participate in the EHR Incentive Programs and their readiness to meet 14 of the Stage 2 Core Set objectives for meaningful use in 2013."  Click the link for highlights and to access the full report.

OMB Receives ONC's Voluntary 2015 EHR Certification Criteria
On January 17th, the Office of Management and Budget (OMB) received the Voluntary 2015 Edition Electronic Health Record (EHR) Certification Criteria; Interoperability Updates and Regulatory Improvements Notice of Proposed Rulemaking from the Office of the National Coordinator for Health IT (ONC).  Click the link for details.

CMS Quality Reporting February Deadline
Eligible professionals (EPs) who are participating or would like to participate in the Centers for Medicare and Medicaid Services’ (CMS) 2013 Physician Quality Reporting System (PQRS) Medicare Electronic Health Records (EHR) Incentive Pilot may now begin to submit their 2013 quality data. The HIMSS regulatory chart offers an at-a-glance snapshot of all health IT-related regulation HIMSS is following in 2014. The chart includes links to proposed and final regulations and to HIMSS comments and position statements, along with anticipated timelines.

Congressional Affairs

Ohio Representative Tours HIMSS Innovation Center
Representative James B. Renacci (R-OH) toured the HIMSS Innovation Center in Cleveland on January 22nd. The HIMSS Innovation Center, which opened in October 2013, is located in the heart of downtown Cleveland within Cleveland Global Center for Health Innovation and directly adjacent to the new Cleveland Convention Center.  Click the link to learn more.

CBO Forecasts Cost of SGR Repeal Bill
The Congressional Budget Office has issued its official forecast of the cost of H.R. 2810, the "SGR Repeal and Medicare Beneficiary Access Act of 2013." Click the link for details.

CBO Forecasts Cost of Technology and Research Accelerating National Security and Future Economic Resiliency Act
The Congressional Budget Office has issued its official budget estimate for H.R. 2981, the “Technology and Research Accelerating National Security and Future Economic Resiliency Act of 2013.”  Click the link for details.

Senate Veterans’ Affairs Committee Chairman Introduces Comprehensive Legislation, Includes Expanded Use of Telemedicine by VA
Senator Bernie Sanders (D-VT), Chairman of the Senate Committee on Veterans’ Affairs, has introduced “The Comprehensive Veterans Health and Benefit and Military Retirement Pay Restoration Act of 2014” (S. 1950). The legislation aims to improve the provision of medical services and benefits to veterans, including the use of telemedicine. Click the link for details.

Senators Introduce Data Security Act
Senators Tom Carper (D-DE) and Roy Blunt (R-MO) have introduced S.1927, the Data Security Act of 2014, in response to the reportedly massive retailers’ experience with data hacking of personal credit card data. Click the link to learn more.

Institute for e-Health Policy Event to Focus on HIT Policy Issues
The Institute for e-Health Policy will hold its first luncheon of 2014 to discuss “Health Information Technology 101: An Overview of PHRs, EHRs, E-Prescribing, HIEs, Home Monitoring, Telehealth, and More – for new and returning Congressional Staff.” This session, scheduled for January 30th, is designed to bring Congressional health and technology staff up to speed on fast evolving policy issues. State Affairs

VA HIMSS Hosts Successful 8th Annual State Advocacy Day
The HIMSS Virginia Chapter collaborated with CHIME to hold a full-day advocacy event on Thursday, January 16, 2014 in Richmond, VA. The agenda was filled with information on health IT, HIEs, and technology in Virginia, and allowed Virginia HIMSS Chapter members and guests to venture into the Capitol Offices to meet with their State Senators and Delegates. NY Governor Cuomo Includes Health IT in Annual Budget
New York Governor Andrew Cuomo worked with New York State Senate and Assembly leadership to introduce their budget bills on January 21, 2014. Of the 10 budget bills in each chamber, Assembly Bill 8558 and Senate Bill 6358 include $1.2 billion to restructure hospitals, long-term care and other healthcare services not including an additional $75 million towards health IT.  Click the link for details.

New Hampshire to Discuss Licensure of Navigators
The New Hampshire House Commerce and Consumer Affairs Committee will focus on healthcare issues in its upcoming meeting on January 28, 2014 at 11:00am. The committee will consider House Bill 1328 which relates to the licensure of insurance navigators, and House Bill 1294 which requires that all providers be allowed to participate in the health exchange. HIMSS Seeks Innovator in Residence to work with HHS on Patient Data Matching Strategy
Through HHS’s existing “Innovator in Residence” (IIR) program, HIMSS and the U.S. Department of Health and Human Services are collaborating to move forward on the creation of a nationwide patient data matching strategy. HIMSS is currently recruiting an IIR to develop a vision, strategy, and implementation plan for the near-term deployment of consistent patient data matching in health that builds on the body of work from HHS’s Office of the National Coordinator for Health IT (ONC) and healthcare community partners.  The person hired for this two-year opportunity will be a HIMSS employee who will work onsite in the office of the HHS Chief Technology Officer, to foster further collaboration with stakeholders across the healthcare community and in collaboration with ONC. HIMSS Annual Call for Committee Volunteers Now Open
HIMSS announces its Annual Call for Committee Volunteers for the 2014-2015 fiscal year.  Serving on a HIMSS Committee is an excellent opportunity for professional development, networking and active engagement around key health IT topics, settings and constituencies.  Committee participation is open to all HIMSS members who are not currently serving in other leadership positions within the Society and have maintained active membership for at least the past 12 consecutive months.  Click the link for details or to apply.

The MMA Roadshow, co-sponsored by mHIMSS, will dive deeply into the regulatory issues associated with bringing new mobile apps into the healthcare space.
