Stage 3 Meaningful Use Proposed Rules at OMB for Final Federal Review
The White House Office of Management and Budget (OMB) is in its final stages of review of the two Notices of Proposed Rulemaking (NPRM) related to the Medicare and Medicaid Electronic Health Record (EHR) Incentive Program and Meaningful Use Stage 3, with a rule in development from the Centers for Medicare & Medicaid Services (CMS) as well as a rule from the Office of the National Coordinator (ONC) for Health IT. 

New ONC Report Reviews State HIE Program
In December 2014, the Office of the National Coordinator (ONC) for Health IT issued a report prepared by NORC at the University of Chicago regarding the State Health Information Exchange (HIE) Cooperative Agreement Program.

CMS Still Seeking Volunteers for ICD-10 End-to-End Testing in April
The Centers for Medicare & Medicaid Services (CMS) just announced that it was extending the application deadline until January 21, 2015, for a second sample group of providers to have the opportunity to participate in International Classification of Diseases, 10th Edition (ICD-10) end-to-end testing during the week of April 26—May 1, 2015, with Medicare Administrative Contractors (MACs) and the Common Electronic Data Interchange (CEDI) contractor.

DoD preparing to Expand E-Prescribing to providers beyond Military Hospitals
The Defense Health Agency announced this week that the TRICARE program will be expanding their electronic prescription program to allow civilian providers outside of the Military Treatment Facilities to send electronic prescriptions.

Profile of the 114th Congress (2015-2016)
The 114th Congress (2015-2016) was sworn in this week. The new Senate is composed of 53 Republicans (54%), 44 Democrats, and 2 Independents.

Meaningful Use Stage Two
Before Congress adjourned for the end of the year recess period Congresswoman Renee Ellmers along with 29 of her colleagues in the House of Representatives wrote a letter requesting that Department of Health and Human Services Secretary Sylvia Mathews Burwell institute a shortened, 90-day Electronic Health Record (EHR) reporting period for 2015, “which would give providers much-needed time to safely and effectively implement certified technology and continue their ‘meaningful use’ journey” as opposed to the existing 365-day requirement.

Last-minute action on various cybersecurity items in both the House and Senate at end of the 113th Congress
There was plenty of “eleventh-hour “action on cybersecurity legislation in both the House and Senate at end of the 113th Congress.

Senators Nelson and Thune letter to AHRQ request review of Evidence-Based Telehealth
On December 30, 2014, Senators Bill Nelson (D-FL) and John Thune (R-SD) sent a letter to Agency for Healthcare Research and Quality (AHRQ) requesting a review of the evidence on the value of Telehealth Technologies.

Supreme Court Considers the Question - Who Owns Health Data
The U.S. Supreme Court is considering the fundamental question of who owns patient clinical information.  The case of Gobeille v. Liberty Mutual Insurance Company focuses on whether self-funded insurers have to hand over clinical information to state databases.

State

Missouri Looks to Define “Originating Site” for Telehealth Services
Missouri State Representative Kip Kendrick prefiled House Bill 340 on January 5th, 2015 which defines an "originating site" as a telehealth site where the MO HealthNet participant receiving the telehealth service is located for the encounter. The measure includes school-based health centers in the definition. The bill, if adopted, would take effect August 28th, 2015 but at this time it currently has no scheduled hearing and has not yet been placed on a House calendar. Sometimes, the best way to understand the challenges and the opportunities of Health IT is to see it in action. 

Meet the Externs
In a partnership with the University of California Externship Program, the HIMSS Foundation’s Institute for e-Health Policy has taken on two new externs, Diana Nguyen and Selina Lao, who will be working in HIMSS Government Relations for two weeks under the supervision of Rich Hodge and Kathie Westpheling.

HIMSS North America Announces New Board Members
Effective July 1, 2015, four individuals will begin three-year terms of service on the HIMSS North America Board of Directors. The HIMSS Nominating Committee presented the slate, which the current HIMSS North American Board approved at its December 12, 2014 meeting.

Volunteer for ICD-10 End-to-End Testing in April — Forms Due January 9
During the week of April 26 - May 1, 2015, a second sample group of providers will be able to participate in ICD-10 end-to-end testing with Medicare Administrative Contractors (MACs) and the Common Electronic Data Interchange (CEDI) contractor.

HHS Announces State Innovation Model Grants
The agency is awarding 28 states, three territories and the District of Columbia to support local experiments in improving health care.
