Q:  What is the difference between the CMS EHR Certification Identification Number and the Certified Health IT Product List (CHPL) Product Number for providers that use two CEHRT products?

The CMS EHR Certification IdentificationNumber is different from the CHPL Product Number for a single ambulatory or inpatient EHR product.

A CMS EHR Certification Identification Number is generated by the CHPL used for reporting to CMS for Meaningful Use attestation. It represents a product or combination of products in the CHPL.

Each certified EHR product on the CHPL has a product number assigned to it by the ONC-Authorized Certification Body (ONC-ACB) or ONC-Authorized Testing Certification Body (ONC-ATCB) that certified the product. This is called the "CHPL Product Number”. The CHPL Product Number is distinct from (i.e. not) the CMS EHR Certification Identification Number used for reporting to CMS.

This is the portion providers would utilize when they use a combination of EHR products (i.e., modules from various vendors) to achieve meaningful use, instead of a single EHR product with a single CHPL certification number generated at the conclusion of the CHPL listing.

The website you would use for this process (it is the same as the CHPL registration number) is http://oncchpl.force.com/ehrcert?q=chpl. Here are the pertinent instructions from that page:

To obtain a CMS EHR Certification ID, follow the steps outlined below:

  1. Select the EHR Certification Criteria Edition for attestation (2011 Edition, Combination of 2011 and 2014 Edition, 2014 Edition)
  2. Select Practice Type (Ambulatory or Inpatient). Practice Type selection available only for ‘2011 Edition’ and ‘Combination of 2011 and 2014 Edition’ attestation
  3. Search for certified complete EHR products or EHR modules by browsing all products, searching by product name, CHPL product number, vendor name, product classification, or criteria met. A search by clinical quality measures (CQMs) is available only for 2014 Edition attestation
  4. Add certified complete EHR product(s) or a combination EHR module(s) to cart to determine if selected product(s) meet 100% of the required criteria to demonstrate meaningful use
  5. Request a CMS EHR Certification ID for CMS registration or attestation

CMS EHR Certification Identification Number

Part of the attestation process for Eligible Providers (EPs) and Eligible Hospitals (EHs) includes sharing the CMS EHR Certification Identification Number (CMS EHR Certification ID) with CMS. This number is generated from the CHPL once the EP or EH selects a certified complete EHR or compiles modular EHRs together to create a complete EHR product suite (as indicated in the CHPL cart), explained in more detail below:

To obtain a CMS EHR Certification ID, follow the steps outlined below:

  1. Select your practice type by selecting the Ambulatory or Inpatient buttons.
  2. Search for EHR Products by browsing all products, searching by product name or searching by criteria met.
  3. Add product(s) to your cart to determine if your product(s) meet 100% of the required criteria.
  4. Request a CMS EHR Certification ID for CMS registration or attestation from your cart page.

Once a user has added products to their cart which satisfy 100% of the required certification criteria, all of the alphabetical criteria bars will be highlighted in blue.
