In early December, the Office of the National Coordinator for Health IT (ONC) announced its intent to introduce a Voluntary 2015 Edition Electronic Health Record (EHR) Certification Criteria Notice of Proposed Rulemaking. Rather than releasing the next cycle of Standards and Certification Criteria in tandem with the Meaningful Use Stage 3 NPRM in late 2014, ONC signaled that they would instead introduce a “mid-course” set of certification criteria that would introduce a new, proposed regulatory direction by ONC. The 2015 Edition would be designed to fix known flaws in the 2014 Edition, offer certification standards in a smaller, more incremental approach in a more frequent timeline, and propose new concepts. This was a new twist to certification that the industry was not anticipating. On February 21, 2014, the government released the official 2015 CEHRT NPRM.
