Dr. Cecil Lynch has a unique blend of deep clinical knowledge and technological expertise. At Accenture he is the Chief Medical Information Officer across Health, Payer and Life Sciences and is a Subject Matter Advisor on Big Data in Healthcare, Health and Clinical Analytics, Health Data Exchange and Connectivity. He serves as a domain expert in data standards, interoperability and enterprise architecture and is the Product Owner and Architect for the Accenture Microsoft Business Group Accenture Healthcare on Azure data analytics Platform. Dr. Lynch is recognized as a thought leader in health informatics and has served in leadership roles within academic and clinical healthcare systems and served as the Chair of the Biomedical Informatics Research Group at UC Davis. He was the first Chief of Office of Informatics and Surveillance in the State of California Department of Public Health. He is active in the HL7 Standards Development Organization and has served as a co-Chair of the Vocabulary Technical Committee. He currently is a member of the Architectural Review Board and the FHIR Governance Board. He has served as a National Science advisor to the US CDC on Informatics and as an International Science advisor on Health Informatics to the European Centre’s for Disease Control. He was the Chief Informatics officer of the NCI Oncology EMR system and on the Board of Directors of the NCI/FDA/CDISC BRIDG Model.
