The Health Information Technology Advisory Committee (HITAC) met for a virtual meeting on June 20, 2018. HITAC, outlined in Section 3002 of the 21st Century Cures Act, makes recommendations to the Office of the National Coordinator for Health Information Technology (ONC) on a policy framework to advance an interoperable health information technology infrastructure. The agenda covered an overview of the CMS Inpatient Prospective Payment System (IPPS) proposed rule, presentation on the HITAC Annual Report, and a presentation on the new Interoperability Standards Priorities Task Force.
Kate Goodrich, Director of the Center for Clinical Standards and Quality (CCSQ) and CMS Chief Medical Officer reviewed the CMS Patients Over Paperwork initiative and the CMS IPPS proposed rule. The deadline for submitting comments on the proposed rule is June 25, 2018 and a final rule will be issued by August 1, 2018.
Carolyn Peterson, HITAC Co-Chair, discussed the development process for the first HITAC Annual Report that will be submitted to the Secretary of the Department of Health and Human Services (HHS) and Congress regarding the progress made by the Committee during the preceding fiscal year. The first report will cover January 2018 – September 2018.
Steve Posnack, Director, Office of Technology, ONC, introduced a new task force that will convene for its first meeting in July, 2018. The Interoperability Standards Priorities Task Force will assist HITAC in setting priorities for standards adoption as directed by the 21st Century Cures Act (Section 3003). Responsibilities of the ISPTF will be to:
- Identify priority uses of health information technology focusing on specific priorities
- Identify existing standards and implementation specs that support the use and exchange of electronic health information needed to meet the priorities identified
- Publish a report summarizing the findings of the above analysis and make appropriate recommendations to the HITAC
ONC will be hosting its 2nd Interoperability Forum on August 6-8 in Washington, D.C. Registration will open next week on healthIT.gov. The next HITAC meeting will be held on Wednesday, September 5, 2018 from 9:30am – 2:30pm in Washington, D.C.
