HIMSS Submits Comment on CMS Meaningful Use Stage 3 Final Rules

In a December 15th letter to Andrew Slavitt, the Acting Administrator of the Centers for Medicare and Medicaid Services (CMS), HIMSS submitted comments to the Medicare and Medicaid Programs; Electronic Health Record (EHR) Incentive Program-Stage 3 and Modifications to Meaningful Use in 2015 Through 2017  Final Rules.

In the letter, HIMSS thanks CMS for the incredible dialogue with the stakeholder community throughout the Meaningful Use Program.  This includes the continued interaction to understand the common scenarios, challenges, and opportunities that are occurring throughout the healthcare community with the Meaningful Use Program and how they should be addressed.

HIMSS offers its support of the Final Rules as they make the EHR Incentive Program less prescriptive and more focused on encouraging and assisting providers in taking advantage of the substantial capabilities established in Meaningful Use, including interoperability.  HIMSS supports the work being done by CMS to align the EHR Incentive Program with other CMS quality reporting programs that also use certified health IT; such alignment will lessen the burden on providers.

HIMSS does request to CMS that any changes made to the Final Rules be made and published by February 29, 2016, so that providers and developers have as much time as possible to prepare for the optional year start of Stage 3 in 2017 as well as the 2018 reporting year.

HIMSS continues to support the Meaningful Use Program as one of the pillars of the shift to a value-based care system.
