Federal Affairs

CMS Announces ICD-10 Start Date of October 1, 2015
HHS has announced that it "expects to release an interim final rule in the near future that will include a new compliance date that would require the use of ICD-10 beginning October 1, 2015. The rule will also require HIPAA covered entities to continue to use ICD-9-CM through September 30, 2015."  Click the link to read the full CMS message.

CMS Issues 2015 IPPS Proposed Rule; Confirms October 1, 2015 as ICD-10 Start Date
On April 30, 2014, CMS issued a proposed hospital inpatient payment rule that would update FY15 Medicare payment policies and rates for inpatient stays at general acute care and long-term care hospitals (LTCHs). Within the rule, CMS notes that the "ICD-10-CM/PCS transition is scheduled to take place on October 1, 2015."  Click the link for highlights from the NPRM.

White House Releases Report on Big Data; Cites Health IT Work and Calls for HIPAA Assessments
On Thursday, May 1, 2014, the White House Released Big Data: Seizing Opportunities, Preserving Values, a report led by President Obama’s Counselor John Podesta, after he was charged by the President to lead a 90-day review of big data and privacy. Click the link to read more.

WEDI Convenes Emergency Summit on ICD-10 Implementation
On Wednesday, April 30, HIMSS joined the Workgroup for Electronic Data Interchange (WEDI) and several other stakeholder organizations in pulling together a meeting to develop an industry action plan and roadmap for ICD-10 implementation in lieu of the ICD-10 delay that was included in the most recent physician payment fix enacted on April 1, 2014. Click the link for a summary of the discussion.

Health IT Policy Committee Gains New Appointments
On April 29, 2014, the Government Accountability Office (GAO) made three appointments to the Health IT Policy Committee, a Federal Advisory Committee, each for a term of three years. Click the link to learn more.

VA to Use Cash Prize Incentives to Develop New EHR
This week the Department of Veterans Affairs (VA) announced it plans to implement challenges and cash prize incentive competitions to develop its next generation electronic health record (EHR). Click the link for details.

Burwell Confirmation Hearing Scheduled<
The Senate Health, Education, Labor and Pensions (HELP) Committee will hold a confirmation hearing on May 8th for Sylvia Burwell, President Obama’s nominee to replace outgoing Secretary of Health and Human Services, Kathleen Sebelius. 

Energy & Commerce Health Subcommittee Holds Hearing to Discuss Telehealth
The Energy & Commerce Subcommittee on Health, chaired by Rep. Joe Pitts (R-PA), held a hearing this week entitled “Telehealth to Digital Medicine: How 21st Century Technology Can Benefit Patients.” Click the link for highlights from the hearing.

House Committee Presses CMS on Waste, Fraud, & Abuse

PA Senate Recognizes Pennsylvania Healthcare IT Awareness Day
In preparing for the Pennsylvania State HIT Day coming up on May 7, 2014, the Pennsylvania HIMSS Chapters obtained a resolution, Senate Resolution 325. Click the link for details.

Most Regional Extension Centers Plan to Remain Open for Business
Eighty-five percent of respondents to the 2014 HIMSS Regional Extension Center Survey reported they will continue to operate due to new funding options and strategic partnerships.  Click the link above to access the complete report.
