FDA Issues Proposed Rule on Classifying Medical Devices
On Tuesday, March 25th, the Food and Drug Administration (FDA) published a proposed rule to amend its regulations around how the agency classifies and reclassifies medical devices based on the applicable provisions in the Food and Drug Administration Safety and Innovation Act (FDASIA) of 2012.
Health IT Standards Committee Discusses Stage 3
The Health IT Standards Committee held its 55th public meeting on March 26th, discussing S&I initiatives, 2015 edition certification, and Meaningful Use Stage 3.

The HIMSS regulatory chart offers an at-a-glance snapshot of all health IT-related regulation HIMSS is following in 2014. The chart includes links to proposed and final regulations and to HIMSS comments and position statements, along with anticipated timelines.
DeSalvo to Open Institute for e-Health Policy Capitol Hill Briefing
The Institute for e-Health Policy will host two briefings in the month of April:
- On April 10th Dr. Karen DeSalvo, MD, MPH, MSc, the recently appointed National Coordinator for Health IT, will participate in her first Capitol Hill briefing by providing opening remarks for a session on “The value of health data in transforming care using secure information to improve efficiency and quality.”
- And on April 16th, panelists from some of the nation’s leading organizations will gather to discuss “Telehealth - implementation barriers in Rural and Urban America.” Click the link for details.
Proposed Law Could Affect Physicians’ Liability
U.S. Representatives Andy Barr (R-KY) and Ami Bera, MD (D-CA) introduced H.R.4106, The Saving Lives, Saving Costs Act, to create a "safe harbor" for Medicare and Medicaid physicians who follow best practice clinical guidelines.
GAO Recommends CMS & ONC Increase Focus on Information Exchange
On March 25, the Government Accountability Office (GAO) released a report, Electronic Health Records: HHS Strategy to Address Information Exchange Challenges Lacks Specific Prioritized Actions and Milestones.
Volunteer for Health IT Leadership Awards and Congressional Asks Work Groups
This year’s HIMSS Policy Summit will take place on September 17-18, as part of National Health IT Week (September 15-19, 2014). Each year, Policy Summit activities are made possible through the participation of HIMSS volunteers. Member involvement is crucial in shaping the messages that HIMSS members carry to Capitol Hill during the annual Policy Summit, and in selecting award recipients for the Annual State, Federal, and Congressional Health IT Leadership Awards. NY Gov Cuomo Announces Pay for Success Program – Includes 3 Davies Awardees
New York State Governor Andrew M. Cuomo announced on March 6 that four finalists have been selected for the “Pay for Success” program – also known as “Social Impact Bonds” – designed to transform how government does business while serving vulnerable New Yorkers and providing additional resources for innovative social services programs. Indiana Governor Pence Signs Electronic Health Data Work Group Bill
On March 24th, Indiana Governor Mike Pence signed Senate Bill 44 which requires the state department of health and the office of the secretary of family and social services to establish a work group to study specified issues concerning electronic health data.

AMA-Funded Study on ICD-10 Implementation Costs for Physicians
The American Medical Association funded a study written by Nachimson Advisors addressing updates to a 2008 report on the cost of implementing ICD-10 for physician practices. The 2008 study included estimates based on assumptions that had not yet been tested. Since then the industry has had an opportunity to begin testing. This latest report incorporates knowledge gained since the original report was written, incorporating experience gained from early testing activities. This study is posted on the HIMSS ICD-10 PlayBook.
ICD-10 Contingency Planning Guides
The HIMSS ICD-10 Contingency Planning Work Group (under the HIMSS ICD-10 Task Force) has posted on the HIMSS ICD-10 Playbook a series of contingency planning guides that are will help to anticipate operational or financial issues that may arise following the ICD-10 conversion, and include recommendations for responding to issues, along with advice on what you can do to avoid or minimize issues.

The HIMSS Stories of Success program has been expanded to accept submissions from Ambulatory and Community Health Organizations. As a stepping stone towards the HIMSS Davies Award of Excellence, Ambulatory Stories of Success highlight the link between improvements in healthcare quality and patient safety and health IT. House Passes SGR "Doc Fix" & ICD-10 Delay; Senate to Vote Monday
On Thursday, March 27th, the U.S. House of Representatives approved by voice vote HR 4302, a new bill that would create a one-year patch for the Sustainable Growth Rate (SGR) formula. The bill would also delay conversion to ICD-10 by one year, to October 2015. The Senate has announced plans to vote Monday, March 31st.
